An infrastructure asset management system consists of four common modules: a) asset inventory; b) inspectionx000D
and condition assessment; c) performance deterioration and asset valuation; and d) asset prioritization andx000D
optimization. The purpose of this NSERC Engage project is to help the industrial partner, Infrastructurex000D
Solutioins Inc. (ISI) to address two particular technical challenges in the development of a risk-informedx000D
capital renewal planning system for municipal wastewater assets, namely, 1) deterioration modeling forx000D
wastewater sewers; and 2) an integrated risk-based capital renewal optimization system that considersx000D
inspection and condition assessment tools, maintenance and rehabilitation technologies, hierarchicalx000D
decision-making structure, network effects, lifecycle cost analysis, and risk analysis. As an "accountineering"x000D
company, ISI is dedicated to developing the most sophisticated asset management prioritization andx000D
optimization software and assisting municipal governments in managing the lifecycle of their infrastructurex000D
assets. This project represents a genuine engaging project in which the industrial expert and academia workx000D
closely to provide a cutting-edge solution for long-term capital renewal planning in local governments. Thex000D
project uses the large sewer condition database ISI have developed to develop a unified stochastic deteriorationx000D
modeling approach for the prediction of sewer condition, remaining service life, and system reliability. In thex000D
development of the optimization system, the project treats risk, level of service, and lifecycle cost as a holisticx000D
trinity of infrastructure asset management, which differentiates this project from many other similar studies.x000D
The research outcomes will be directly implemented and integrated into the company's asset managementx000D
system. The developed software will help cash-strapped Canadian municipalities to achieve practical,x000D
implementable and defensible capital plans based on the municipality's budget, and service level objectives. Itx000D
will also help communities to gain control over their infrastructure deficit, and improve prospects for municipalx000D
self-sufficiency by spending maintenance dollars more wisely.
