Les données ouvertes sont définies comme des données structurées lisibles par machine, librement partagées, utilisées et exploitées sans restriction.
Les éléments clés à retenir concernant les données ouvertes sont les suivants :
- #Disponibilité et accès# : les données doivent être disponibles dans leur ensemble et à un coût de reproduction raisonnable, de préférence par téléchargement sur Internet. Les données doivent également être disponibles sous une forme pratique et modifiable.
- #Réutilisation et redistribution# : les données doivent être fournies dans des conditions qui permettent la réutilisation et la redistribution, y compris le mélange avec d'autres ensembles de données.
- #Participation universelle# : chacun doit pouvoir utiliser, réutiliser et redistribuer. Il ne doit pas y avoir de discrimination entre les domaines d'activité ou entre les personnes ou les groupes. Par exemple, les restrictions "non commerciales" qui empêcheraient une utilisation "commerciale", ou les restrictions d'utilisation à certaines fins (par exemple, uniquement dans l'éducation), ne sont pas autorisées.
